Selina Kyle finally took the IOU, not because she chose to trust Wang Bo, but because there was really nothing of value to be gained from him.
So she decided to use this IOU to get money from Bruce Wayne.

What surprised Wang Bo, however, was that Bruce Wayne actually needed AFO's help.
It seemed that he had already realized that the real threat to Gotham City, the one who wanted to destroy it, was not AFO but his own mentor.
Wang Bo thought for a moment, turned to Selina Kyle and said, "I have another errand here worth five hundred thousand dollars. I wonder if Miss Selina is interested."
"Fifty thousand US dollars, and just a simple errand? Are you sure?"
“Yes.”
"Yes, why not." Selina Kyle said she had never taken such an easy job in her entire life. Five hundred thousand dollars for one run—wouldn't that be five million for ten?
Not every theft she committed could net her that much money. And all of it was stolen goods; getting rid of them was no easy task, and even if she did, the price would be driven very low.
The money that fell into her hands was pitifully little.
So five hundred thousand US dollars was by no means a small deal for her.
"Who is it this time that you want me to see?"
Wang Bo said, "This time, I hope you can go to the Falcone family and find the new master of the Falcone family, AFO."
"AFO? Who is that? When did the master of the Falcone family become AFO?" Selina Kyle didn't know any AFO.
She remembered that the head of the Falcone family should be the Roman Carmine Falcone.
